I believe this is a Venetian glass rooster that was made for the import company United China & Glass Co., better known as Norleans. Jeweled birds like this were made for them c. 1970. This is the first I've seen with the jewels on the surface, but the form and glass of the breast look like theirs. I do not know who made them for Norleans. I don't think anyone does... and if they do, they are keeping it secret.
So yes, it is Murano (Venetian) glass.
