The way the base is signed reminds me of how some of the glassmakers in Romania sign their glass. I tried to track down a Romanian that had a name that might fit the signature, but couldn't. (But then, if one didn't already know Nemtoi's signature, one could never figure it out. He is Romanian.) The type of glass is one that could have been made there, so maybe...
