Can anybody help me identify this bowl and value?

Hi, I have this bowl I purchased at an antique store. Can anybody help me identify it and an estimate on it's value? There are no markings or labels on it. It is Black on the underside and a very pretty Blue with Gold Flecks inside. Any info would help. Thanks

I agree that the scrolled ornamentation on the side looks like F. Toso. It looks like an ashtray made of opalescent glass cased in blue and clear glass. Appraised values of average size ashtrays (7 to 9") similar to yours range from $100-200.
