Can anyone give me information on this?

I have a ceramic piece. It looks like a smokers pipe, and the pipe bowl is actually an oversized ashtray. I am guessing that this is a novelty piece. The label says:
Ceramiche Sammarinesi
F.A.C.S.
R.S.M.
Lavorazione A Mano
Can anyone tell me what all this means?

RSM = Republic of San Marino
Lavorazione a Mano= Made by Hand

FACs was created in 1960 and closed in 1970. Production concentrated on ceramic souvenirs.
